    Is the rotation permanent?

    Yes, in the downloaded file. Any PDF reader will show the pages turned.

    Which direction does 90 turn?

    Positive values turn pages clockwise. Use 270 to turn them anticlockwise.

    Will rotating reduce quality?

    No. Pages are rotated without re-rendering their content.
